Frameworks are usually chosen by teams. This one is usually chosen by an individual, often in the same month they learned what a stylesheet is, and that origin story shapes the entire population.

W3Schools publishes it as an Open Source framework, available since 2015 and written purely as CSS with no scripting dependency at all. There is no build step, no package manager, no configuration file. A single link tag in the head of a document is the whole installation, and the documentation sits inside the tutorial site where a very large share of the world's self taught developers first learned markup. The framework is not competing for adoption in engineering organisations. It is competing for the moment when somebody needs a page to look finished by tomorrow.

So the detection means something quite specific. A site carrying it was, with fair reliability, assembled by hand rather than generated, by one person rather than a team, without a front end pipeline and without a front end budget. The population runs to small service businesses, tradespeople, clubs and associations, schools and departments, local institutions, personal professional pages and early stage projects. Those are not the sites that appear in traffic rankings, and they are close to impossible to enumerate through any channel except a full crawl.

One taxonomy note before anyone filters on it. We classify the framework under UI frameworks, which is an artefact of how the category tree grew rather than a description of the code. The framework ships no scripts whatsoever, so a researcher building a list of script based dependencies should exclude it explicitly instead of inheriting it from the category.

Geography adds a second axis rather than a plot twist. United States accounts for 18,172 of what we detect and the .com zone leads the domain split, which follows the habit of registering in a generic zone rather than a national one.

The cross reference is where this gets commercially interesting. Look at what else resolved on the same rows. A meaningful share of these sites carry no content management system, no ecommerce, no tag manager and no marketing stack of any kind, which in a web that is overwhelmingly generated makes them a genuinely unusual segment: hand written, static, unmanaged and almost certainly overdue for replacement. Website builders, hosts, agencies and local marketing firms all want that exact list, and accessibility auditors want it for entirely different reasons, since hand rolled markup fails in patterns that generated markup does not.

We do not publish a version, and the reason is structural. The stylesheet is routinely downloaded, renamed and served locally rather than linked from the publisher, which removes both the version marker and, in many cases, the filename our detection depends on. So the count is a floor. Sites that copied the file and renamed it are running the framework and are missing from our population, and the error runs consistently in that one direction.
