Hosting entries describe a purchase, and Xserver describes a purchase made almost entirely inside one market. The company sells shared hosting, servers and domain registration in Japanese, with billing and support built for Japanese customers, and the customer base reflects that focus completely. Almost nothing about the offer travels beyond the country it was designed for, and almost none of the customers do either.

A domain served by Xserver is therefore a solid indicator of a Japanese operator before you look at the language of the page or the suffix of the address. The signal earns its value because the alternatives are weak. Language detection struggles with multilingual and machine translated sites, and a national suffix is optional, so a Japanese business on an international domain looks like anything else until you see who it pays for hosting. An apparent contradiction in the data is worth pausing on. The recurring suffix across these sites is .com rather than a national one, even though the infrastructure and the audience are national. Japanese businesses register international suffixes routinely, partly because the national registry has historically been restrictive and costly, and partly because a generic suffix is simply what a company takes when it also wants an English facing presence. Anyone sizing the Japanese web from suffix alone will undercount it, and hosting provider is the correction that closes the gap.

The commercial reading follows from that. A vendor entering the market needs a list of sites operated by Japanese companies rather than a list of sites written in Japanese, and hosting is the closer proxy of the two. What the export gives you is the cohort, filterable by suffix, by the commerce and content tools installed alongside, and by the differences between one release and the next, which remains the only practical way to watch a national hosting market move.
