About User Accessibility

An accessibility overlay is installed in response to something, and the something is usually legal.

User Accessibility is a widget: a floating toolbar, loaded as JavaScript into the page, offering visitors adjustments such as larger text, higher contrast, a bigger cursor and reduced motion without any change to the underlying site. Adoption is driven less by design teams than by risk. Accessibility law has become enforceable in enough jurisdictions that businesses, public bodies and online shops go looking for a quick, purchasable answer, and a hosted overlay is the quickest one on the market.

Whether tools of this kind deliver on the promise is contested. Accessibility practitioners argue that an overlay sits on top of markup problems instead of fixing them, and that people using assistive technology often switch the widgets off. Our data does not settle that argument and is not meant to. What the data provides is the population: which sites reached for an overlay, in which sectors and countries, and how that population shifts as legislation moves.

The tag is Proprietary and hosted, which makes for a clean detection. A page either loads the widget script or it does not. What we cannot see is whether the widget was ever configured, whether it is the only accessibility measure the operator has taken, or whether the pages underneath it would pass an audit on their own. A row in our export records a purchase, not a level of conformance.
