An advertising tag is a line in somebody's budget. The tag itself does the unglamorous work of attribution. Container based deployment hides the same tags behind a manager, so what we can identify depends on how the site chose to deploy it.

Read the number as a floor with a geographic tilt, then use it for what it is good for. A per-domain lookup confirms one prospect, which is a sensible thing to do before a call. A downloadable list answers how many advertisers exist in a chosen market, what they sell, what else they run, and how many of them are worth calling in the first place. Building that answer one lookup at a time costs more than the answer is worth, which is the entire reason the list exists as a file.
