About Twenty Thirteen
A default theme still in place is a date stamp. Twenty Thirteen was the design WordPress bundled with the platform for the year it carries in its name, and a site still wearing it is telling you roughly when somebody last cared how the site looked.
Nobody adopts it now. WordPress.org released it in 2013 under GPL v2, written in PHP, with a colourful single column layout built around post formats at a moment when blogging was still the centre of the platform. A newer bundled theme has arrived every year since, so the sites that remain on this one are not making a design statement. They are sites whose admin panel nobody has opened in a very long time.
Personal blogs, small nonprofits, school and parish pages, university department sites and long dormant company journals are the familiar shapes in a population like this, and the thread running through them is not a market segment but a maintenance habit.
Age of the visible layer is a fair proxy for the age of everything behind it. A site running a bundled theme from that generation is unlikely to be running current plugins, a current language runtime or a current core version, and it is unlikely to have anyone watching either.
