About CivicTheme

The name of this technology is narrower than its detection footprint, and a researcher should know that before reading a single row. CivicTheme was built by Salsa Digital as a UI frameworks component set for government publishing, released in 2021 and implemented in PHP on top of Drupal. As of October 2026, however, we record it on 383,442 sites, with 133,762 of those in United States.

A design system written for one country's public sector does not organically produce a footprint of that shape. The plausible explanation is that the markers we match on, which are class names and component structures published openly under the GPL v2 license, get reused by themes, starter kits and generated templates that have no connection to the original programme. Open licensing invites exactly that kind of copying, and a fingerprint built from markup patterns cannot distinguish an original from a descendant.

The practical consequence is that this list is a candidate set rather than a verified register, and it is more useful when narrowed. Filtering by country and by suffix recovers the intended population quickly, because public sector bodies use recognisable domain suffixes and the genuine deployments cluster inside them. The rest of the list still has research value, but as a picture of how far a public design system travels once it is published, which is a different question and arguably a more interesting one.

What the presence of the theme reliably implies is a Drupal installation, a PHP stack behind it, and a component driven front end that someone assembled from a build pipeline rather than a page builder. Sites in that group are maintained by an agency or an in house team with real development capacity, and they carry accessibility obligations that a purely commercial site does not. Anyone selling Drupal services, accessibility auditing, or component library tooling is looking at a qualified audience rather than a random one, and the same list read from the other direction tells a public sector procurement team who else has already deployed the system.

Detection is inferential and we hold no version information for this technology, because the theme exposes no release marker in a delivered page. The count is also sensitive to how aggressively a site strips or renames its front end assets during a build, so aggressive optimisation pipelines will hide deployments from us. The export gives the domain, the country, the suffix and the detection date for each site, which is what makes the filtering described above possible in the first place. A single lookup can confirm one site. Only the list can tell you the shape of the whole population, including the part of it that the name of the technology would never have led you to expect.
