Advertising pixels sort websites by budget rather than by architecture. Linkedin Ads sorts them more narrowly still, because the inventory behind the tag is priced for reaching people at work. Targeting runs on job title, seniority, industry, company size and professional skills, none of which a consumer impulse purchase needs, and all of which cost more than a generic display buy.

A company carrying the tag is therefore saying a good deal about itself. There is a marketing team with a budget large enough to absorb professional-audience pricing. There is very likely a longer sales cycle, a customer relationship system behind the forms, and somebody accountable for pipeline rather than for clicks. Business-to-business intent is difficult to infer from a website, since the site itself often looks like any other, and an advertising tag aimed squarely at professionals is a dependable outside marker of it.

Distribution like that reflects where professional-network advertising has become an established line item rather than where businesses exist, and the gap between those two things is exactly what makes the file useful for sizing a market by country.

The platform is operated by Microsoft under a Proprietary arrangement and has been selling to advertisers since 2008, long enough that presence is not a sign of experimentation. Companies do not keep a conversion tag alive through redesigns unless somebody is still reading the reports it feeds.

Two cautions apply before anyone treats the population as a spend list. The tag proves installation, not activity, and dormant tags survive in templates long after the campaign that placed them ended. Installation is also frequently the work of an agency rather than the domain owner, so the operator you actually want to talk to may not be the company that registered the site. The two problems are mild at population scale, but both matter if you plan to write to individual sites as though you knew their media budget.
