About eNamad
Not everything a crawler finds in a page is engineering. eNamad is a piece of regulation rendered as markup. The badge is issued by Ministry of ICT Iran and certifies that the business behind an online shop is legally registered and operating inside Iranian ecommerce rules, which makes it closer to a licence plate than to a piece of software.
The practical consequence is that displaying the seal is not really optional. Iranian payment gateways commonly require the certification before they will process transactions for a merchant, and shoppers have been trained to look for the badge before entering card details, so it marks the point where a website stops being a catalogue and becomes a business that can take money. Detecting it is a stronger statement than detecting a shopping cart, because a cart proves that software was installed while the seal proves that paperwork was filed and accepted by a regulator.
As of September 2026 we find eNamad on 125,874 sites, and 115,766 of them resolve to Iran, with the domain mix sitting overwhelmingly on .ir. Concentration like that is the whole point of the dataset. The remainder outside the national domain space is largely Iranian businesses operating on generic endings, which is itself a useful slice for anyone studying how a partly isolated market presents itself to the outside world.
Who needs the population rather than a single lookup is easy to answer here. Anyone sizing Iranian online retail, screening counterparties for compliance, studying a national ecommerce market that Western technology datasets barely cover, or working out which platforms and payment tools that market actually runs on, needs the whole set and not one certificate. The seal is the entry key to the segment, and the technologies found beside it on the same domains are what make the segment readable.
The limits are worth stating. We detect the badge embedded in a page and do not validate the certificate against the issuing registry, so a shop whose status has lapsed or been suspended can still be carrying the graphic. Shops that serve the badge image from their own servers rather than calling the standard embed are harder to see, and some of them will be missing from the count. The scheme runs under a Proprietary arrangement controlled entirely by the issuing ministry, so there is no public technology roadmap to follow, only the register itself and the footprint it leaves across a national web.
