Control panels are bought by the people who sell hosting, not by the people who own websites. A site owner who logs into one every few months to add a mailbox is a tenant rather than a customer of the software, and the actual buying decision was made further up the chain by a provider choosing what to standardise its fleet on. Every detection of a panel is therefore a detection of an intermediary, which changes what the row is worth.

Plesk occupies that intermediary layer. Sold under Proprietary by WebPros and available since 2001, it puts a graphical interface over servers, domains, mail, databases and certificates, and it runs on more than one operating system, which historically made it the pragmatic choice for providers with mixed fleets. Finding it under Hosting panels on a domain tells you the site is administered through a panel rather than by hand, which usually implies shared or reseller hosting, several sites per machine and an owner whose technical involvement stops at a login form.

As of September 2026 we detect the panel on 2,850,452 sites, 598,622 of them resolving to United States, with .com the common suffix. Geography in this case describes where the data centres are, not where the site owners live, because the address a domain answers from belongs to the provider. That distinction matters when the number is used for market sizing, since a provider serving customers across a continent will concentrate in whichever country it racked its hardware.

The structure underneath is what makes the population unusual. Sites on a panel are not independent observations. They arrive in clusters that share an address, an operator and an upgrade schedule, so a single hosting company can account for a large block of rows. For anyone selling through channels rather than direct, that clustering is the opportunity, because one conversation with a provider reaches an estate that would take a thousand conversations to reach individually. Panel extension vendors, backup and security products, migration tooling and certificate services all sell into that shape.

Security readers value the same population for the opposite reason. A control panel concentrates administrative access for many sites behind one interface, which makes it a high value target, and panel estates therefore show up repeatedly in incident research and mass compromise reporting. Being able to scope how many sites sit behind a given panel technology, in which markets and on which suffixes, is the difference between an anecdote and an exposure estimate.

The detection is inferential and the undercount is structural. We recognise a panel from default pages, characteristic responses and predictable service endpoints, all of which a competent administrator can disable, rename or hide behind a firewall. Providers that customise the panel to their own brand are harder to see than those that leave it untouched, so what we observe skews toward standard installations and away from the largest and most polished operators. Nor can we tell from outside whether a given site's owner is the panel customer or one of a hundred tenants, which is exactly the distinction a channel seller most wants and the one a public fetch cannot supply.

That is why the export is the right tool and a per-domain lookup is not. Checking one domain identifies the panel behind one site. The list lets you group by address space and by provider, count the estates, sort them by size, cut them by market and suffix, and see what software the tenants run on top, which is how a channel strategy, an exposure model or a competitive map for the hosting market actually gets built.
