About Borlabs Cookie

A consent banner is a legal artefact wearing the costume of a design element. Nobody adds one because it improves the site. Borlabs Cookie exists because the law in a particular jurisdiction requires a site to ask before it drops non essential cookies, and finding the plugin on a domain tells you the owner has accepted that the rules apply to them and has spent money accordingly.

The money part is not incidental. The plugin is sold under a Commercial licence by Borlabs and written in PHP, which means every install is a purchase, usually an agency recommendation, renewed on a schedule. A site running it has a budget line for compliance, somebody who signed off on that line, and often outside counsel or a data protection officer somewhere in the background. For anyone selling privacy tooling, audits or legal services, presence is a qualification rather than a curiosity.

Geography dominates this list, and it is not subtle. As of October 2026 we detect the plugin on 35,802 sites in the Cookie compliance category, of which 28,596 are attributed to Germany, with the domain list concentrated on .de. A product released in 2018 into one national market has largely stayed inside it. The practical reading is that this is a market signal more than a technology signal, since the list works out close to a directory of sites in Germany that take data protection seriously enough to pay for it.

There is a caveat that matters if you use technology data for anything beyond this page. Consent tools work by holding scripts back until a visitor agrees, and an automated crawler agrees to nothing. Tags that would load for a consenting human may never load for us, so sites running a consent manager can look technologically thinner than they really are. Missing analytics or advertising tags on these domains should be read as blocked rather than absent.

We hold no version breakdown for the plugin, because it is distributed to licence holders rather than through a public repository and does not advertise a build in the page. The presence signal is solid. The recency signal is not, and no honest reading of the data can supply it.

Checking one domain answers whether a company you already have in mind uses the tool. The file answers the questions that only exist across the whole set: how many sites in Germany have paid for consent management instead of using a free banner, which agencies and hosts cluster their clients, and how the population moves between snapshots when a competing tool changes its pricing. Comparing a consent manager against advertising tags that fire regardless of consent is a compliance research question, and it is answerable only with the full list in a file you can query.
