About WP Maintenance Mode
A plugin whose entire job is to hide a website is a strange thing to catch in a crawl. WP Maintenance Mode replaces the front end with a holding page while an owner works behind it, so a record of it means one of two things. Either our crawler arrived during a genuine window of downtime, or the plugin is installed and idle while still leaving its assets in the markup we fetch. The two readings are both useful, and they do not describe the same population.
The plugin is written in PHP, released under GPL v2, and dates to 2012, which places it in the early wave of WordPress add ons. Themeisle appears on this record as the publisher, and the public source repository the entry points at credits Themeisle as the developer of the plugin today. WordPress has no built in way to take a site down politely, so the gap has been filled by plugins ever since, and this one is among the long lived answers. Distribution through the plugin directory and a public source repository means anyone can install it without an account, so a detection is not a purchase signal and the population skews towards people who install things themselves.
Version 1.4.0 recurs across the installs we fingerprint, and we separate 2 distinct release strings in the current sweep. A plugin population spread over that many releases is not being updated automatically. Owners who leave a maintenance plugin at whatever version was current on the day they installed it are usually the same owners who leave everything else where it landed, which is why plugin version spread gets read as a proxy for patch discipline across the whole site.

Self hosted WordPress is the common thread, and self hosted WordPress with a deliberate maintenance routine narrows the group further, because installing a holding page is something a person does on purpose before touching a live site. For a hosting company the list identifies customers who run their own updates instead of asking support. For a plugin vendor it identifies an audience already comfortable installing tools of this shape. For a security researcher it is a sample whose update habits can be measured rather than assumed.
The caveat matters more here than the count does. A site in maintenance is a site in a temporary state, so this population turns over between sweeps in a way that a hosting or framework population does not, and the figure belongs to the sweep it came from rather than to the plugin's install base. Detection also depends on the plugin leaving a visible trace, which a heavily themed holding page may not do. Checking one domain by hand tells you whether that site is down right now, while the downloadable list tells you which sites carry the plugin at all, and the second question is the one worth asking.
