Our taxonomy files Totara under LMS, which is accurate in the narrow sense that the software manages and publishes content, and misleading if the label makes you picture a website builder. The content in question is training. Courses, competencies, completion records and the evidence that a named employee finished a mandatory module on a date an auditor will eventually ask about.

Totara Learning Solutions distributes Totara under the GPL v3 licence, and the codebase has been developed in PHP since 2010. The licensing arrangement is the interesting part of that sentence. An open licence here does not imply a hobbyist install, because the hosting, integration, configuration and support around a platform of this size are normally bought from an implementation partner, and the organisation paying for it is buying a service relationship rather than downloading a zip file. An installation therefore implies a budget, a procurement process and somebody internally accountable for workforce development.

The combination makes the detected population unusually homogeneous. Employers large enough to need structured internal training, universities and colleges, health services, government departments and regulated industries where proof of training is a legal obligation rather than a nice idea. Very few small businesses appear, because very few small businesses run a learning platform of their own.

As of October 2026 we detect Totara on 58 sites, and the figure deserves a caveat larger than usual. Learning platforms are internal systems by nature. A great many installations sit behind corporate single sign-on, on an intranet hostname, or on a private network that no public crawl will ever reach, so what we observe is the publicly resolvable slice of a considerably larger installed base. Every domain in the file is real, and the absence of a domain from the file proves nothing at all about the organisation behind it.

For a researcher the value of the list is that it acts as a filter on organisation type rather than on technology. A domain running a learning platform of this class almost certainly belongs to an employer, an institution or a public body, which is a hard population to assemble any other way and one that industry classification codes describe badly. Vendors selling adjacent tools, integrators looking for implementation and migration work, and analysts sizing the corporate learning market all want the same file, and each of them wants it whole. A per-domain lookup confirms a single guess you already had. The download shows the shape of a sector you could not otherwise see.
