Cursos, competências, registos de conclusão e a prova de que um trabalhador identificado terminou um módulo obrigatório numa data que um auditor mais tarde vai querer saber.

A Totara Learning Solutions distribui Totara com licença GPL v3, e a base de código é desenvolvida em PHP desde 2010. O regime de licenciamento é a parte interessante dessa frase. Uma licença aberta aqui não implica uma instalação de amador, porque o alojamento, a integração, a configuração e o suporte à volta de uma plataforma desta dimensão são normalmente comprados a um parceiro de implementação, e a organização que paga está a comprar uma relação de serviço e não a descarregar um ficheiro zip. Uma instalação implica, portanto, um orçamento, um processo de aquisição e alguém internamente responsável pelo desenvolvimento da força de trabalho.

A combinação torna a população detetada invulgarmente homogénea. Empregadores suficientemente grandes para precisarem de formação interna estruturada, universidades e institutos, serviços de saúde, departamentos governamentais e setores regulados onde a prova de formação é uma obrigação legal e não uma boa intenção.
