About GOV.UK Toolkit
Sass mixins do not survive the build. A toolkit of variables, mixins and helper functions becomes ordinary compiled rules in the stylesheet a browser downloads, and nothing in that output announces where the rules came from. Everything worth saying about GOV.UK Toolkit starts from that constraint, because the toolkit sits a layer below the visible components most people picture when they think of GOV.UK styling.
UK Government Digital Service released the toolkit in 2013 under MIT, and its content is CSS rather than behavior. Spacing scales, color variables, media query helpers and the typographic rhythm that made separately built government services look like one estate. Service teams pulled the toolkit in as a dependency and assembled their own components on top of it, which is the only reason it appears in a technology index at all. A dependency that ships an asset file or a recognizable path can be fingerprinted. A dependency consumed purely at build time cannot.
