The people who added the tag are usually a media agency or an in house performance team, not the developer who built the page.

Conversion tags in particular fire on checkout confirmations and thank you pages that nothing reaching the front door of a domain will ever see. The count should be treated as a floor on the advertiser population, not as a census of it.

For a researcher the value sits in the cross section rather than in any one domain. Competing ad tech vendors use a list like this to size an installed base and to find accounts worth approaching. Agencies use it to separate prospects who already run measured campaigns from those still buying blind, which is the difference between a pitch and an education project. Analytics and attribution companies use it to find sites that have already accepted a third party pixel from someone, always an easier second sale than a first one.

A per domain lookup answers whether one advertiser you already have in mind runs the tag. The downloadable list answers the opposite question, which is which advertisers you had no reason to think of run it, and that is the question that produces a target set instead of a confirmation.
