A server operating system is close to invisible from outside a website and it decides a great deal about everything stacked above it. Windows Server runs under a share of the web appreciably larger than the share that admits to it, because the banner identifying it is trivial to remove and many administrators remove it as a matter of policy.

Undercount is the first honest thing to say about this entry, ahead of any figure. We infer the platform from response headers, from the identity of the web server software in front of it, from error page fingerprints and from characteristic header and path behaviour. A hardened deployment behind a reverse proxy or a delivery network can present nothing at all. As of September 2026 we attribute 3,492,896 sites to the platform, and the correct reading of that figure is a floor, with the missing mass concentrated in exactly the security conscious enterprise deployments a researcher would care about.

What a detection does buy, when the evidence lands, is unusually rich. A site here is rarely a site that picked an operating system in isolation. Around it sit a directory service, an internal application written for one vendor's runtime, licensing counted per core, an IT department rather than a freelancer, and often a hosting arrangement predating any conversation about containers. A single row implies a procurement chain, not a preference.

Microsoft has shipped the product since 1993, and the install base wears that history openly. Versions stay in production long after support ends, because the applications on top of them were written by people who have since left and are expensive to move. Migration to cloud infrastructure has not emptied the Operating systems category so much as relabelled part of it, since a virtual machine at a hyperscaler runs the same operating system and leaves the same fingerprints as the one in the basement.

The platform is Proprietary and licensed by core count, which is the fact underneath most commercial interest in the list. Every confirmed instance is a paid entitlement somewhere, renewed on a cycle. Competing platform vendors, migration consultancies and cloud sales teams all want the same population and read it in the same direction. Application modernisation firms want a narrower cut, the sites pairing an ageing server platform with an ageing application framework, since those two facts together describe a project rather than a lead.

United States contributes 828,128 of what we see and .com is heavily represented, which reflects corporate registration habits and the geography of enterprise IT rather than anything about the software itself. National markets with strong local hosting sectors come out understated in a header based census, because their providers tend to standardise a proxy layer and strip identifying headers across an entire estate at once. Comparing two countries in this column means comparing their disclosure conventions as much as their infrastructure.

For a single hostname a header check settles the matter and a wrong answer costs nothing. For a market, the same method has to be applied to every site under one rule about what counts as evidence and what counts as silence, before any share means anything. Consistency of that kind is what the download represents: one population classified by one rule set, with country, suffix, web server software and the rest of each site's detected stack sitting on the same row.
