About Let's Encrypt

Almost every site on the public web now serves over HTTPS, and a large share of those certificates come from Let's Encrypt. Our count does not say that. As of October 2026 we record the certificate authority on 16,373 sites, which is a number about detection rather than a number about issuance, and the difference is worth understanding before the figure is used for anything.

Internet Security Research Group launched the authority in 2016 and gives certificates away under Open Source terms, with issuance and renewal automated through the ACME protocol so that hosting panels, control panels and web servers can request them without a human involved. Free automated issuance is why the authority became ubiquitous, and ubiquity is exactly what makes a fingerprint based count incomplete. A crawl attributes a certificate when the chain, the issuer string or the surrounding configuration is captured and recognised, and it attributes nothing when a proxy, a CDN or a load balancer presents its own certificate in front of the origin.

A partial signal is still a signal once you know what it is partial about. Sites that terminate TLS themselves, on their own server, with their own certificate, are precisely the sites where the detection works, and they are also the interesting population for a lot of questions. Self terminated TLS implies a real server with an administrator, a renewal process that can fail and a configuration that can drift out of date, which is why hosting providers, managed service vendors, security scanners and certificate management products care about who belongs to that group.

Geography reinforces the point. South Korea accounts for 5,156 of the detections and the .com suffix runs through the list, a distribution that reflects which hosting ecosystems issue certificates in a directly visible way rather than which countries have adopted encryption. Reading the country field as a measure of adoption would be a mistake. Reading it as a map of where a certain hosting pattern is common is fair.

None of that can be reconstructed one domain at a time, and one domain at a time is the only way the question usually gets asked. A browser tells any visitor who issued the certificate for the site in front of them. What no browser will tell you is how a population of domains splits by issuer, how the split moves across countries and suffixes, and which part of it runs its own termination instead of hiding behind somebody else's edge. The downloadable list is the form in which that question can actually be answered.
