About Atatus
Almost nothing about a company's internal engineering practice shows up in the HTML it serves. Build systems, ticket trackers, code review, on call rotas: all invisible from outside. Browser side monitoring is one of the rare exceptions, because measuring what a real user experienced requires code running in that user's browser, and code in the browser can be read by anyone who asks for the page.
Atatus is a Issue trackers product of that sort, and the agent we can see is written in JavaScript, which is only the visible half of a larger story. Products in this class instrument the server runtime as well, and a server agent leaves nothing a crawler can reach. So every count published for an application monitoring vendor is structurally incomplete in one direction. A site appears when somebody enabled real user monitoring, and stays invisible when the same company monitors only its backend. The bias never runs the other way.
