About GOV.UK Template
Deprecated front end code is easy to leave running, because nothing breaks on the day support ends. GOV.UK Template is a case study in that inertia, a page shell that supplied the standard header, footer and crown branded layout for public sector services and was later superseded by a unified frontend library that folded the template into a wider component set.
UK Government Digital Service published the shell in 2013, and the shipped artifact is mostly HTML scaffolding with a modest amount of script attached, which is worth saying because our category column files the entry as a UI frameworks. The classification is loose. What a crawler matches on is markup structure, class naming and asset paths rather than a JavaScript bundle, and structure of that kind survives being copied, forked and partly rewritten far better than a script does.
The MIT license is the fact that changes how a match should be read. A permissively licensed government template can be used by anyone, and it has been. A match therefore places a site in one of several populations. Some are genuine public sector services that were never migrated to the newer library and have carried the old shell ever since. Others are suppliers, contractors and local bodies that adopted the look to appear consistent with central government. A smaller group is neither, sites wearing a trusted visual identity for reasons a researcher may want to examine closely.
As of October 2026 the template is detected on 9 sites. The count is a floor rather than a census, since anyone who forked the shell and renamed its classes drops out of detection entirely, and a service can keep the visual identity while having replaced every underlying file. Detection here is a claim about resemblance to a known artifact, not a claim about a dependency declared in a manifest.
The audiences for the list are unusually distinct. Migration teams and suppliers to the public sector want the estate still running the superseded shell, which reads as a work pipeline. Accessibility and standards researchers want to measure how long a retired design system persists after its replacement ships, which needs the population rather than a sample. Fraud and brand protection teams want the third group, the sites carrying government branding without belonging to government, and the only way to find those is to start from the fingerprint and work outwards.
Looking up a single domain confirms what that domain runs and nothing else.
