C is in this dataset for an unusual reason. Websites are not written in it. What gets recorded when a domain carries the tag is the software stack underneath the page: the web server, the caching layer, the interpreter running the application, the database behind it. Much of that infrastructure is written in the language, and a fair amount of it announces itself in response headers, so the tag describes the machine rather than the site.

The language dates to 1972, and the infrastructure built with it has proved unusually durable. Compilers, kernels, web servers, database engines and cryptography libraries are still written in it, which is why the tag turns up beneath sites of every size and description. The language is Open Source and standardised by committee rather than owned by a company, so there is no vendor behind the number and no purchase to infer from it.

The caveat matters more here than the count. A tag on a domain does not mean the site's developers wrote any code in the language, and it does not mean the site is fast, low level or built by systems programmers. Detection is inferential, since we observe a server or component known to be implemented in the language and record the language accordingly. Sites behind a proxy that rewrites headers, or on hosts that strip version strings, drop out entirely. Sites whose stack is written in the language but never says so are missing as well. The number is a floor drawn from what servers volunteer about themselves.

As of September 2026 the tag applies to 87,834 sites, 56,595 of them in Germany, with .com the common suffix. Country concentration on that scale is the giveaway that this is an infrastructure signal and not a developer signal, because a handful of large European hosting companies run huge fleets of identically configured servers, and their configuration habits surface in our data as a national characteristic. Anyone reading the geography as a statement about where programmers work will get it wrong. The geography describes where the machines are racked.

Taken as a stack signal, the list has a clear use. Filtering a domain population by the software underneath it separates sites running conventional server software from those living entirely behind managed platforms, and the split correlates with company size, hosting spend and how much control an operator keeps over their own infrastructure. A single lookup cannot show that. Counting the split across a market, a country or a customer base needs every row, which is what the download provides.
