About SQL Buddy
SQL Buddy is an open source database administration tool written in PHP. The tool runs in the browser and lets anyone with a database login create and drop databases and tables, edit rows, import and export data and run arbitrary SQL against MySQL or SQLite. It was popular as a lightweight alternative to phpMyAdmin, but development stopped many years ago and the project has not been maintained since.
That history is why a detection matters. A database admin panel is meant to be reachable only by its owner, and finding one on a public website usually means it was unzipped into the web root during development and never removed. Because the software is unmaintained, any weakness in it stays unpatched, and the panel itself is a login form placed directly in front of the database.
