USWDS is filed as a UI frameworks in our data, although the code we match is only one part of what the project distributes. The system bundles interface components, design tokens, typography, icons and documented accessibility patterns, and it is published by U.S. General Services Administration under a CC0-1.0 license, with releases going back to 2015. The client side portions we fingerprint are JavaScript. Adopting a system like that is a statement of alignment rather than a technical convenience. Federal agencies use it because it encodes the accessibility and consistency requirements they are held to, and building against it means arriving at compliance by default instead of auditing for it afterwards. The license is open, so state governments, municipal services, contractors and civic projects adopt it as well, usually because they answer to similar standards or want to look like they do. A site carrying the fingerprint is generally public sector work or built for it, without the fingerprint establishing that on its own. We do not publish a domain suffix breakdown for USWDS, so the temptation to treat the list as a register of official government sites should be resisted. A design system is also unusually easy to absorb. A team can copy the components into its own build, rename the classes, drop the parts it does not need and leave nothing recognisable for us to match.
