HTML carries no signature of whatever generated it, so every language attribution is drawn from side effects: a cookie name, a header nobody stripped, a URL convention, an asset path left behind by a build step. Anything said about a language across the web should be read with that in mind. Ruby appeared in 1995, is distributed under the BSD licence, and was designed around readability and the comfort of the person writing rather than around raw execution speed. Web adoption came later and came almost entirely through one framework, which turned the language into a standard choice for teams building applications quickly. A domain where the runtime is visible is therefore rarely a brochure site, but an application with accounts, billing or workflow behind it. Adoption on the web was driven by the startup culture of one market, and the installed base still carries that origin, which makes the list directly useful to anyone whose product sells to software companies rather than to the general web.
