Installing it means a team looked at the default option, declined it, and accepted extra operational work in exchange for keeping visitor data under its own control. The presence of the tracker reports a policy decision, not just a tooling preference. Development has run since 2007 under Innocraft together with an open source community, written in PHP and released under a GPL v3 license, which is what makes the self-hosted mode possible in the first place. Two very different deployments therefore share one name. A cloud account behaves like any other hosted analytics vendor, while a self-hosted install runs on the site owner's own server, and the self-hosted form is the one that survives audits in public administration, health care and finance. The same split is the main limit on detection. We recognize the tracker from its script and endpoint names, and a self-hosted install can be proxied behind a first-party path with the files renamed, which many privacy-focused operators do deliberately to survive content blockers. Undercounting is therefore not evenly distributed. The installs we miss belong to owners who went out of their way to be hard to spot, which is the same group a researcher usually wants to find. A domain running it alongside a large advertising tag manager is hedging, or migrating, or serving two departments that disagree with each other. The pattern matters to consent management vendors, competing analytics products, privacy consultancies and regulatory researchers, all of whom need to know where the market for privacy-first measurement actually sits rather than where the discourse says it sits.
