Cookie Notice is a Cookie compliance plugin for WordPress written in PHP, published by hu-manity.co in 2013 under the GPL v2 license. The plugin does one job, shows a configurable notice, records the visitor's answer and gets out of the way. As of October 2026 we detect it on 354,329 sites, and 83,411 of those are in Germany. A German concentration on a consent plugin is not an accident. Germany pairs a strict national reading of the European rules with an active private enforcement culture, so small site owners there adopt a banner earlier, keep it visible and treat it as a running obligation rather than a one time task. The country column on this technology is therefore closer to a map of legal pressure than a map of taste. What the detection implies about a site is fairly specific. A self hosted WordPress installation, an owner aware enough of the rules to act, and a decision to solve compliance with a free single purpose plugin instead of a consent management platform. Sites in that group generally do not block third party scripts before consent to the standard a regulator expects, and they rarely keep an auditable consent log. For a vendor selling consent management, that is an audience already convinced it needs consent and already living at the ceiling of what a simple banner can do. For a researcher measuring real world compliance rather than stated policy, the same population is a natural sample. Version data adds a second dimension. We hold 357 distinct versions under this label, and the release we record most often is 3.1.12. On a compliance plugin, version lag means something different from version lag on a caching plugin. Interpretation of the rules keeps moving through regulator guidance and court decisions, and the expectations around refusal being as easy as acceptance arrived well after many of these installations were configured. A site frozen on an old release may be presenting a banner that no longer matches current guidance, so filtering by version identifies sites whose compliance is stale rather than merely their software. Detection is inferential and has two known gaps. We match the markup and script the plugin emits, so a site serving the banner from a heavily cached or rewritten page fragment can be missed, and a commercial edition sharing the same front end code is not always separable from the free one. The count should be read as a floor with some blending at the edges. The export carries one row per site with the domain, the country, the suffix, the version where one was exposed and the detection date. A lookup tool can confirm a single domain.
