A content management system with that shape is not being upgraded by a vendor on the customer's behalf. Each installation belongs to whoever put it there, and stays where they left it. The reason is architectural. Concrete CMS is a self hosted PHP application published under the MIT license and available since 2008, and it is known for in-context editing, where an author changes a page while looking at it rather than through a separate administrative screen. An editor friendly system of that kind is typically installed once by an agency, handed to a marketing team and then left alone, because the people who touch it every day are not the people who would plan a migration. Hardened installs, aggressive caching layers and reverse proxies can hide the platform entirely.
